Questions:

Question 1 Are there guarantees of origin applicable in your country? If yes, which organisation is responsible for issuing guarantees of origin for hydrogen depending on energy source? What are the rules for the use of these guarantees of origin? Please describe.
In Italy there is no Guarantee of Origin (GO) scheme applicable for Hydrogen production. There are only specification on hydrogen quality, that has been issued in SAE J2719_201511 and ISO 14687–2 prepared by the Working Group ISO TC/197/WG12. ISO 14867–2: 2012 specifies the quality characteristics of hydrogen product as dispensed for utilization in proton exchange membrane (PEM) fuel road vehicle systems. The Standard SAE J2719_201511 provides background information and a hydrogen fuel quality standard for commercial proton exchange membrane (PEM) fuel cell vehicles. Regarding the biomethane, after receiving the go–ahead from the European Commission, the recent decree of Ministry of Economic Development of 2 March 2018 introduces a support scheme for biomethane In particular, the article 4 of the decree foresees the national register of Guarantee of Origin of Biomethane. .

    The decree of Ministry of Economic Development of 2 March 2018 introduces a support scheme for biomethane and other advanced biofuels especially in the transport sector. The article 4 of the decree foresees the national register of Guarantee of Origin of Biomethane.
