Describe the comparable technology and its relevance with regard to hydrogen
Industrial scale power sinks. Electrolysers can be considered as relevant candidates for grid balancing services since they can act rather quickly and consume a lot of power.

In addition to the general Nordic requirements for frequency control, there are additional requirements for the actors offering DSR (demand side response) service. This link is to table of demand–side management market places for power production.
The goal is to bring the balancing requirements to the general connection terms of the TSO Fingrid in 2018.

This Regulation lays down a detailed guideline on electricity balancing including the establishment of common principles for the procurement and the settlement of frequency containment reserves, frequency restoration reserves and replacement reserves and a common methodology for the activation of frequency restoration reserves and replacement reserves.
