Assessment The impact of the legal process HRS land–use planning consits of a sum of approval stages which are time consuming and bureaucratic. There is necessary to respect a specific legislation and public acceptance.

The building of HRS with production on–site could cause significant inconvenience because until now in Romania the delivery of fuel and its production are separate activities. Any barriers may arise as a result of two distinct activities, the hydrogen production and the supply of hydrogen.
