The purpose of this LAP is to highlight if a simplified process exists for localised production units as compared to centralised ones taking advantage of the smaller amount of hydrogen considered, and if yes, what is the threshold and what are the permitting requirements and process.

Assessment There is not a simplified process in Latvia about hydrogen production. The law does not determine what happens if a storage device below 2,5m3 is deployed.

Due to the fact that the legal authorisation process for localised H2 production is the same than for centralised production. It may be difficult to receive the permits for small scale hydrogen production and storage units (<100kg of H2). Due to the fact that hydrogen may be stored under different pressures, the quantity (kg) may be different per storage unit. The law does not determine what type of permits is necessary if the installations does not met combustion installations with rated thermal input is 0.2 mW and more.
About scientific purposes: C category permitt is necessary if for 6.2. chemical and biological laboratories (except study laboratories).
