Permitting requirements / process, including safety distances (external/internal)

This LAP refers to the permitting requirements. In particular it underlines if there are some requirements in terms of environmental assessment, risk assessment, safety requirements. It identifies what is the competent authority responsible for the permitting requirements, what are the different steps of the process, and what are the different kinds of permits needed by the approval authority. Finally, it shows if the process is uniform throughout the country, how much time is needed to obtain the permit, and if there are some exemptions/simplified processes.

Assessment This Ministerial Decree of 23 October 2018 has substituted the one of 2006, overcoming most of the significant barriers of old Decree introducing an innovative approach where the perspective analysis has been supported by the risk analysis.
Even if the permitting process for a hydrogen refuelling station is officially treated on a uniform basis throughout Italy, specific municipalities can have different requirements, and these need to be taken into account when applying for permission to build and operate a HRS.
The lack of these implementing regulations causes a major obstacle since the various municipalities within Italy may have different rules.
This gap effectively limits the development of the storage infrastructures.
