This LAP refers to the land use plan and analyses the legal requirements for building a localised hydrogen production facility (including potential zone prohibition), identifies the authority responsible for delivering the land use permit, gives an estimate of the time needed to change the land use plan, and finally highlights if the permit process is uniform throughout the country.

Assessment Although a process in line with the provisions of the Trade, Commercial and Industry Regulatory Act (the plant is being treated as IPPC–facility – in line with Directive 96/9) – is shorter than an eased environmental impact assessment (which concentrates all permission requirements in one process and knowing once this eased environmental impact assessment process is completed the legal certainty is high and taking into consideration that such a process is needed to take all of the impacts of such facilities into consideration), the process should be shortened, thus cheaper– which would lower the economic barrier as well.

The impact of the Lap is enforcedly a lengthy and costly process
